Reviewing the year, The Chicago Bureau, based at Northwestern University’s Medill School, didn’t have to look far for someone who stood out in the eyes of national groups for their work in the juvenile justice system. In our back yard, Evanston, and across the state and country, Elizabeth Clarke works as the head of the Juvenile Justice Initiative, and was named “Beth Arnovits Gutsy Youth Advocate of the Year” by the National Juvenile Justice Network of 43 groups in 33 states.
