April 24, 2014 Planning and Grants & Executive Committee Special Meeting Minutes

I. Call to Order

Meeting was called to order at 11:45am.

II. Roll Call

Commissioners: Chairman George Timberlake, Julie Biehl, Lisa Jacobs, Toni Irving, Brendan Kelley, George Hill, Esther Franco-Payne. Quorum present. Staff: Rob Vickery, Julie Stremlau, Karima Douglas.

III. Approval of Minutes

No review of minutes at this meeting.

IV. Review of JABG Funding Recommendations and Approval of JABG Allocations

The proposals were reviewed in groups and then reviewed as a whole after initial read through and discussion. The group then discussed each proposal with question and comments and challenges to individual grading. All grantees will be asked to verify the personnel directly managing the program and those responsible for outcomes.

Commissioner Biehl recommended approving the funding of the listed applicants and denial of one, as listed below:
Local Funding: Administrative Office of 19th Circuit (Lake) Juvenile Pre-Employment $88,701.00 DuPage Probation Group Cognitive Interventions $100,000.00 DuPage Probation Juvenile Pre-Employment $45,000.00 Lake County States Attorney’s Office Victim-Offender Mediation $29,853.00 Cook Probation Misc. Training Projects, etc. $90,000.00 Second Circuit Youth Council Improving Outcomes for Traumatized Youth $66,078.00 DeKalb County Court Services Risk Assessment Initiative $81,200.00 Cook County JAC Coordinator for RJ Hubs $147,342.00 Macon County Teen Court $110,087.00 TOTAL $758,261.00 State Funding: IDJJ PBIS Coach, Culture Change Consultant $140,530.00 AOIC YASI Caseworks and Detention Screening $115,890.00 Governor’s State Sustainable BARJ in Detention $90,000.00 TOTAL $346,420.00. No second necessary, a Committee recommendation. All in favor, motion passed. No abstentions.

V. Implementation Updates

The IJJC will reach out to those JABG grantees to verify contact information and to discuss modifications and explain the results of the review.
