The Costliest Choice: Economic Impact of Youth Incarceration

This report from the Northwestern University Children and Family Justice Center shows a substantial increase in the state’s per capita youth prison costs, notably that Illinois annually devotes $187,765 per youth to operate its five youth prisons. “Youth incarceration is the costliest response to delinquency – in upfront costs, hidden costs, youth outcomes, and societal costs,” the report concludes.
