Juvenile detention, release, re-arrest, juvenile detention—this is a cycle that nearly half of the children in the Illinois justice system are expected to go through this year.
More than 40 percent of youth are estimated to re-enter prison in 2013, according to the latest Illinois state budget proposal. And each time a young person goes into detention the chance of him or her being detained again increases, said Chris Bernard, program coordinator at Cook County Justice Advisory Council.
